Is comitting fraud,to close a deal, when selling a home illegal

We just recently purchased a new home in a new developement. The builder's representative had told us cretain things would be done to some vacant lots that face our home. The neighborhood was brand new when we chose our lots and we made our decision based on the fact that the told us and four other home owners in our neighborhood that face these lots that the clean up, planting of grass, and putting up of a fence would be done by them. If we had known that we would be facing an eye sore we wouldn't have chosen this lot, nor would we have paid extra for it. Come to find out they don't even own this property nor does the developer. It is owned by the city and they never had any intention of fixing, leveling, grassing, or fencing this property. I feel as they have committed fraud. Like I said I would have never selected this lot had I known. My neighbors all feel the same way. Is there any thing we can do? Can we sue or can we legally force them to do what they origionally promised to do?
