If I've been convicted of a felony drug charge, with no violence or weapons involved, do I qualify to get a passport?

Yes, but be aware that other countries may deny you admission because of your criminal record. If you are planning on traveling abroad, I would contact the local consulate for the country or countries you plan to travel to or through.
