How can you get a conviction for Class A Delivery of Controlled Substance, no criminal history since, offense was in 2000 expunged from my record

You cannot expunge a conviction of any type, no matter how old. Only charges that did NOT result in conviction may be expunged, and there are a number of restrictions that affect eligibility above and beyond whether there's a conviction.
