Legal Question in Criminal Law in Texas

court appointed lawyer

My husband got in trouble with theft because he trusted a friend who apparently couldn't be trusted, he learned the hard way. Now he has been going to court, we tried to keep a lawyer but were told by the judge that we had to let her go cause she quit responding to us and the court. Now he needs a lawyer and the judge told him he couldn't have a court appointed lawyer. Neither one of us are capable of working right now. I'm in my last semester of college and because of my major I can not have job other than my internship. He was fired from his job because he missed work due to a court date. He has tried to get a job but we live in a small town and so far no one is willing to hire or they don't need help. What are the reasons someone could be denied a court appointed lawyer?
