can CPS reopen a case they've closed for insufficient evidence or lack of it on abuse and neglectful supervision?

it came to pass after a car accident that the car was repaired the prior day three children under the age of 18 or in the vehicle when the accident occurred one of them got 3 Stitches the other two nothing was wrong so I'm going to the ER gaunt apparently that the driver of the vehicle that was intoxicated which was not the case it was due to the malfunction of the repairs which is now currently being handled by an attorney to sue the Mechanical Institute prepared the car the question is also can they come back and reopen it they took blood from the driver at the hospital the person was on prescribed medication it clearly stated it could give false positive results

Absolutely. CPS (and / or police) can always open a case if they get new evidence.
