Legal Question in Criminal Law in Texas
if a crime has been committed, and this particular crime can be state or federal, how does a defendant get his case in the federal system? let me elaborate, the defendant understands that incarceration is inevitable, so he feels as if the federal penal system might give him more oppurtunities for a successful reentry. The defendant is located in Fort Worth,Tx. and is thrice convicted felon, which however bad it sounds, is not unusual for Texas. Is there a way to find a list of attorneys and or students that may be able to point us in the right direction?

Am guessing from your question that you do not have an attorney, but want to hire one that will lobby to get you in front of a federal judge, and lobby to keep the DA from prosecuting you.
Try contacting any criminal defense lawyer licensed in Texas and federal court. The Dallas Bar Association has a referral service, and Ft. Worth probably does too. Also check out the Texas Association of Criminal Defense Lawyers.
it is not up to the defendant to choose whether to be in the state or federal system. It is up to the state prosecutors or federal prosecutors to charge the individual with crimes in their respective jurisdictions.
As far as finding attorneys in your area, i would consider contacting your local bar association. Contacting local law schools would help you find students to assist.
