Legal Question in Criminal Law in Texas
criminal law
can the police charge a suspect with a crime with out proper identification such as police line-up? Can they do it strickly on a witness statement in the dark without proof? and if nothing was reported stolen by owner or even called in by owner can you still be charged for crime you didn't commit?

yes, they can charge solely based on a witness statement. However, the State needs to show that you committed the offense beyond a reasonable doubt to conivct you. That will be hard to do based solely on a witness statement.
