Is there a way to get rid of, legally, a ''blue'' warrent for a parolee? like would he be able to pay off the fines for the warrent. The warrent is for not paying his crime stopper fees for his parol.

No, the parole officer has to withdraw the blue warrant for it to go away. Hard to believe that they are revoking parole for just not paying crime stopper fees. Are you sure there is no new law offense, failure to attend counseling, or some other reason?
