I'm not entirely sure what you mean by "reopened." If you are wanting to challenge a six-year-old conviction, you will need to investigate and file a writ of habeas corpus pursuant to Texas Code of Criminal Procedure 11.07. I advice hiring a lawyer to handle this. If you want the police to investigate a six-year-old crime, you will need to contact the local police.
