My daughter has bonded out on a shoplifting charge under 300, my husband want her to try and get a. Public attorney. What happens if she doesn't qualify?

If she doesn't qualify, she must hire a lawyer. She needs to contact at least 5 attorneys, record their name, location, and the quoted fee, and bring a copy of her paycheck stub, bank record, and value of her automobile to court to share when requesting. (If she is a juvenile - under 16 - then the parents ARE responsible for getting her a lawyer unless they are indigent.)
