Defamation under Sec 18 U.S.C. $ 875(d)
Can an Attorney in Georgia, send a threatening letter to a person in Texas, using threats of a filing a false police report and slander (proven) without being licensed to practice Law in Texas?

If the attorney is licensed in Georgia, and sent the letter from there, he/she does not need to be licensed in Texas to send a letter to Texas. As for whether the contents of the letter rise to the level of a cause of action would depend upon the exact wording of the letter, and should be reviewed by an attorney.
