What are the defendants rights if the plea bargain ordered by the court is broken by the district attorney?

Courts do not order plea bargains. They are nothing but referees. If the defense and state enter a plea bargain and the state breaks it, the defense can ask the judge to enforce it. But, timing is important as is exact compliance by defense.
