delay of prosecution/hampering the defense in presenting a defense
i was arrested a charged w/arson on 10/12/04, bailed out, subsequesntly arrested and sent to fed prison on another charge, no detainer ever filed, upon release from fed prison was told no prosecution pending on arson charge so I was released, now, 30 months after the incident i am indicted for arson, my 4 main witnesses are all dead!
