Legal Question in Criminal Law in Texas
Is a dog considered person property in the state of Texas ?
and am I allowed to protect / or required to keep it from futher harm or further abuse from a person that enters my property even if that person has right to enter for utility meter reading.

Dogs are personal property. It is against the law to abuse animals. People have a right to defend property. People, including meter readers, have a right to defend themselves. If you have evidence that someone is abusing your dog, I suggest you call the police.
