If a grand jury rejects a case, that means the grand jury did not find probably cause to charge the defendant. The state cannot prosecute a felony in the state of Texas without getting an indictment from a grand jury, unless the defendant waives their right to the rand jury.
In theory, the prosecutor could just go to a different grand jury and try to get them to indict. In practice, however, it is rare for the county to try to do this.
