Are escort services legal in Texas, and what are the circumstances surrounding escort services being legal or not legal?

Escort Services are legal in Texas, as long as you are not paying to have sex or paying for a sexual act with the escort, then it becomes prostitution for which charges can be brought. However, based on my experience as an attorney and former peace officer, most of the escort service phone number that come in contact with are manned or monitored by law enforcement agencies anyway.
