evading arrest with a motor vehicle

i am a first time offender in a sense. i was charged with evading arrest with a motor vehicle. but i did not evade arrest. do i by law knowing it is two male officers in a car and it is on a dark highway, have the right to pull over in a welllit area for the safety of myself and my three small children that are with me? there is more to this story it boils down to the county cops did everything i believe to be illegal and they had to p.c to pull me over and refused to give me one. so where do i stand with the the obvious question about when and where i pulled over?

This is a serious offense if it remains on your record. You have the right to represent yourself, but you would be hurting yourself if you did. Get a lawyer now, not later, so that the attorney can work to get this resolved.
