exponge a charge
if my possesion of marijuana charge was exponged, would a government agency, like the post office still be able to find it?

If it was expunged, that means it was destroyed at the state level. A government agency would not be able to find it. If, however, the post office somehow got their hands on your record prior to the expungment going through, then that might be a problem. The State of Texas cannot tell the federal government what to do or how to handle their records.

No. Once a record has been expunged, it is deleted. There is nothing to find. However, if you simply seal the record through an order of non-disclosure, then government agency will always have access to it.
