is there a statute of limitations to expunge a case in collin county?

No. If you are asking if you can come back many years later to expunge the case, then no, there is no limit.
If you are asking if there is a time limit, from the time the case was dismissed, then maybe.
Misdemeanors particularly, are written oddly in the law. Expunction is available after the 2 year statute expires. It can get complicated, and you should consult an attorney to discuss your particular circumstances.
