Legal Question in Criminal Law in Texas

My father was sentinced to prison 10 years ago for life about two years into his sentince a guard shot him in the leg almost killing him and completely destroying the bones in his leg the officer claimed my father was trying to escape but he was shot in the front of the leg so the officers statement was a lie and the prison know that so they tried to cover it up and put my father in segragation where he has been for the past 8 years he has good behavior and has never acted out but the prison refuses to take him out of seg. And no one will help him with a case against the officer that shot him. Is there anything my family can do to help get him out of segragation?
