If you get a felony before the age of 21 will it still be on you record after you turn 21

Yes. In the criminal justice system, you are an adult when you turned 17. If you were younger than 17, and prosecuted as a juvenile, you might be able to get the record sealed. If you were an adult, you might qualify for an order of non-disclosure. It would still be on your record, but would be closed to everyone except 23 different agencies.
