what does mean when this is a Brief filed - oral argument requested on a case?

It means that the lawyer who filed the brief believes that the panel of 3 judges who will be decided the case need to allow the lawyer and the opposing prosecutor to argue the case and issues further in front of them which will also allow the judges to ask questions.
