Does the District Attorney for a Judicial District Criminal Court in a Texas County have to comply with a Freedom of Information/Privacy Act request regarding a closed criminal case?

Yes, but sensitive matters of governmental interest, matters affecting an ongoing investigation, and matters otherwise exempt from the operation of FOIA can be withheld, and with a little creative labeling most relevant information will be blacked out rendering the documents of questionable value.
You are better off to obtain a copy of the official court file. You will get more information more easily.
