Legal Question in Criminal Law in Texas
I have a friend who was caught shoplifting however the police were not called and the merchandise was returned. They had her give them her information (i.e. name SS#, D.O.B., phone# etc.) What happens now, will this go on her permanent record?

If the cops were not called and charges are not filed, then this will not go on her record at all. They may try to get her to pay a civil fee to the store or something along those lines.
