Legal Question in Criminal Law in Texas

I have a friend that plead no contest to murder. They are serving time for a 30 year sentence. What are the grounds to receive a time reduction ruling? What information do I need in order to find out if the person is eligible or can be considered for a time reduction ruling?

There are no specific grounds. Generally they need to assist the state in prosecuting a crime of which they become aware while in custody BUT, time cuts almost never happen. Your friend made their deal and are expected to abide by it. (To be eligible, one must get the agreement of two of three of the following officials - the DA, the judge and / or the sheriff.)

Your friend is not eligible for parole for 15 years.
