If you have only spoken on the phone and are no longer "dating" I don't see a problem. Most of the criminal laws in Texas regarding underage relationships deal with sexual contact or solicitation of sexual contact. I'm not sure about federal law or Washington law.
Adding to the previous answer, 17 is the age of consent in Texas. This means that a 17 year old can have sexual relations with any older person they choose as long as it is consensual. So you shouldn't have anything to worry about.
