From the information you have given, you need to go to the police and make a report and possibly take out a warrant on her. If you have never given her permission at all to use the money as her own money, but only to pay your bills, then she has committed a crime. I believe you have stated that you both had problems right before you left for your deployment, did you tell her that she was not to do anything with your account? If so, and your ex-Girlfriend somehow retained your account information then she has committed a crime. You also need to contact your bank and follow their procedures for theft, etc. For instance, if your ex-Girlfriend has written checks and forged your signature, that's also forgery.
