If you let someone use something and now they wont give it back, is that stealing?

It can be. Those may be difficult cases for the prosecution to prove. There is a specific offense involving vehicles called Unauthorized Use of a Motor Vehicle. This can apply for example if you loan your car to someone to run an errand and they don't come back. On smaller items, the police are not going to be too excited e.g. you loan your lawn mower to the neighbor.
Theft is the unlawful appropriation of property with the intent to deprive the owner of the property. Section 31.03 Texas Penal Code.
