Grand Jury ''true bills'' someone, what happens next?

In a criminal case, the grand jury issues a true bill. What exactly does that mean and what happens next?

Does the fact that the grand jury gave a true bill say anything in terms of the case itself?

The crime in question here happens to be ''aggravated sexual assault of a child'' and there are three counts of it against this person.

What about the victim? As the victims legal guardians, Can we ask to see any of the case files, arrest report, or court files?

One last thing, at what point does this person have to register as a sex offender?
