is it inadequate counsel when the court appointed counsel failed to allow the defendant to veiw the charges filed by the victim and the prosecuters report

failed to allow him to view the charges? a defendant should know the charges against him. There is not really anything to see except for the charging instrument. If the defendant already knows what they are charged with, then reviewing the charging instrument will not help them.
And the prosecutor's report? If you are referring to the offense report or the prosecutor's file, a defendant is not entitled to review those documents.
