Individual with more that 1 active Social Security Number

Is it illegal for an individual to have more that 1 active social security number? (either state or federal)

There are no state social security numbers. The problem is probably not in having two numbers, but in the method of obtaining two numbers and of using two numbers. If there is fraud in obtaining or using the numbers, then it is illegal. TCL
