can a inmate that was sentcenced in Texas as a state case be transfered to Pa to be closer to his family?

Sorry, but no, it doesn't work that way. They will sometimes do that for federal inmates, and even for state probationers, but I've never heard of that working with state prisons, which are all completely separate in their administration and funding between the different states. I guess a good analogy would be going to your boss at Wal-Mart and saying you needed a transfer because your wife was moving to Idaho. They might be able to set something up for you at another Target in Idaho (like tge federal transfers), but there wouldn't be any way to "transfer" to the Wal-Mart down the street from that Target, because, like prisons of different state governments, it wouldn't be run by the same people.
