Legal Question in Criminal Law in Texas

I went to jail for driving with a suspended license. And had a meth pipe in my bra...before I was placed in cop car I told them cuz I didn't wanna get caught with it in tha jail. He gave me a possession of drug paraphenilla ticket for being up front .and so I wouldn't get a dope charge. Days later I went to appear municipal court for ticket they told me then that Parker county special crimes unit (task force) was requesting a dismissal of ticket and higher offense. Days later they showed up to arrest me for possession of cs under a gram. How can they do that. I have no prior drug charges. Please help

They can do that because it was the proper charge in the first place, and the officer who made the decision to charge paraphenalia probably didn't have the approval of the prosecutor to charge the lesser offense. Hire a lawyer.
