Once a judge has decided a sentence, is the judge obligated in any way to explain his/her decision to either party or general public who voted him/her into office, if asked to do so?

No.

But in certain circumstances, for instance, when a Judge sets child support. one can file a "Request for Findings and Conclusions" and the Judge is required to explain himself.
