what course of action can be taken if the judge is a known relative of the plaintiff in a crimiinal misdemeanor case?

There is no plaintiff in a criminal offense. If you are talking about the victim in the case, then it is up to the Defense to request a recusal of the judge. You might want to hire an attorney to handle this matter.
