wHAT DOES IT MEAN WHEN A JUDGE WILL NOT ACCEPT A PLEE, BUT WANTS AN INVESTAGATION DUE BEFORE SENTENCING?

This is normally referred to as a PSI, pre-sentence investigation. It is normally used by the judge to help them determine what a proper punishment should be and sometimes whether or not to accept a plea bargain. This is normally handled primarily by the probation department and there is often a hearing associated with it where the attorney can call witnesses and illicit testimony.
How in depth it is or how it is used is really determined by which county you are in and who the judge is.
