Legal Question in Criminal Law in Texas

I would like to ask If a crime committed within the jurisdiction of San Francisco Can it be tried in another state wherein the said crime has bigger penalties
If abortion was committed in a state wherein it is allowed can it be tried in another state wherein it is not allowed?

As a general rule a criminal charge must be filed in the jurisdiction where the crime took place. That venue may be waived, but in the first instance the crime must be charged there.
An act which is legal in one state, such as abortion, is legal in all other states under the full faith and credit clause to the US constitution.
Abortion is legal under federal law and may not be outlawed by the states, although there may be restrictions put upon the right by some states.
