what is the law on police officers targeting people just watching them walk out of a convenient store and start messing with them when they were not called?

Cops can watch people walk out of a convenience store. They can talk to people. However they have to have reasonable suspicion to detain someone and probable cause to arrest them.
Under most circumstance, without more information, they would need reasonable suspicion to detain you and probable cause to arrest you, unless a law being violated provides otherwise.
