Legal Question in Criminal Law in Texas
Is it against the law to put an ad out for donations to a private person? Without promising anything except helping a family that is down on their luck does this break any laws both state of Texas or Federal law.

No. There is no prohibition of the laws of the State of Texas to use an ad to solicit money for personal use. There may be local ordinances that would prevent a person from soliciting donations in certain areas, but generally, this kind of ad would be legally permissible.
