legal advise

and investigator at a police department wants to speak with me in person and i need to know my rights to decline the offer or accept and if i do what should i expect

Based on what you have stated, the only thing that your discussion with the police department investigator will do is build a case against you or whomever the police are investigating at this time. Generally, the police gather information to build a case to submit to the District Attorney's Office, which prosecute the individual being investigated. When I am asked this question, and have no clue what the situation is, my advice is to decline the interview. Just say no thanks. If there is a case against you, without your statement, they will arrest you. If there is not a case against you, then you aren't helping them build a case against you. I strongly recommend that you hire a lawyer.
