Is it legal for a police officer to answer your phone (before you are even taken to the jail) without your consent after you are arrested?

I suppose they can answer the phone. However any information from the call should not be able to be used against you. There is a recent supreme court case that provides that cops can't search a cell phone's digital information without a warrant.
