Is it legal in the state of Texas for a person who is not a licensed locksmith to have lockpicks on their person?
I want to pick up the lockpicking hobby but don't want to get arrested if I have picks on me.

It's covered by section 16.01 of the Texas Penal Code.
It is legal for you to possess lock-picking tools as long as you don't have the intent to use them illegally.
