What can I legally do about my probation officer not returning any of my calls

Nothing. However if you send letters by certified mail, return receipt requested, you can at least prove that you contacted the officer.

Why does a probation officer need to return calls? You meet with the probation officer once a month, correct? The probation officers generally do not have lots of extra time for phone calls.
You can also ask to speak to the PO's supervisor IF it is an emergency.
