For how long is a FELON a FELON?

I am approx 55 years old and have always been a legal resident of Texas. When I was 17, I was convicted of Felony Theft (50 dollars), and sentenced to 4 years in TDC which I discharged completely and have not been in any trouble since. I want to obtain a firearm and also my CHL (Concealed Handgun License). I went to a store, let them to the NICS on me, and received a ''denial'' from the FBI with no explanation. I am appealing that denial, but what I want to know is, if I completely discharged that sentence, am I legally considered a felon or not? Please don't advise me to apply for a pardon, as I'm told that Texas does NOT give pardons for any reason whatsoever unless a person was truly wrongfully convicted. Thank you.

A felon is a felon forever, unless expunged or pardoned. The four year sentence in TDC for a $50 theft at 17 years old sounds unusually harsh. Review Texas Code of Criminal Procedure 48.05 to see if you believe you qualify for a restoration of civil rights.
