how long does it take for the judge to look over the bond reduction thats has been filed

Two minutes? If a lawyer files a motion to reduce bond, the lawyer generally discusses it with the prosecutor and then with the judge - usually the same day it is filed. If the judge is inclined to reduce the bond, generally s/he would state that position right then. If not, then the lawyer would ask for a bond reduction / writ hearing.
