what is the penalty for growing marijuana plants ?

Depends upon how many plants and whether one is in the State or Federal system.
In the Federal system, for example, each plant is given the equivalent of one ounce, no matter what the actual yield is. Immature plants containing no THC are still counted as one ounce each. The more plants, the greater the jail time.
