It sounds like a person was on a deferred adjudication type of probation and a violation was reported to the Court. At that point a Petition to Adjudicate (motion to revoke probation) was filed. For whatever reason, the prosecutor or Judge decided not to follow through on the petition, so it was withdrawn. This is sometimes done when a probationer has spent some time in jail as "jail therapy" and then he is continued on probation.
