Legal Question in Criminal Law in Texas
I got a minor in possesion of alcohol in '99. I never paid it. I was incarcarated for three years (03-05) for a different charge. TDCJ told me upon release that everything would be cleared up. Does the minor in possesion ticket, failure to appear still stand?

You should get credit for any offenses for which you had a hold/warrant at the time you went to TDCJ.
You can contact the court that was handling the minor in possession and failure to appear charges and see if they show an active status on warrants for the charges.
You may want to consult with a criminal defense attorney for a more in-depth analysis of your situation.
Good Luck!
