Probably what you mean is that you had a motion to revoke your misdemeanor probation filed in 2003. If so, the answer is that it really depends on the county and the violations. You are considered an absconder - the second worst violation behind committing a new offense you can do on probation. If your probation was filed on for only financial reasons, then the answer is probably yes. If your probation was filed to be revoked for other reasons, then it depends on the county.

You should hire a lawyer local to where you were on probation to have them talk with the probation department and prosecutor (and possibly the judge) to see what needs to be done to settle the matter. Because it is so old, they may be willing to take money to cover all the fines and fees unpaid and then terminate the probation unsatisfactorily. If not, then maybe they would set bond so you could make a no-arrest bond (but this would just be a short term answer because you would still have to answer to the probation violations.)

I can tell you that in most counties you would not be able to take care of this matter without at least getting your probation reinstated, everything paid in full, and then the probation unsatisfactorily terminated.
