Legal Question in Criminal Law in Texas

Hello, my mom has been harassed by her neighbors since I was 10yrs old and now I'm 30. Well the neighbors are now following my mom around taking pictures of her walking around the subdivision. My mom has mental issues and is conciderd handicap by the state. I was just wondering if there is anything I can do to help her legally; the cops have been called at least 50 times for conflicts between the neighbors and her. I know moving her is the best option but of she moved out the house she will loss some of her medical benefits from the state and with her mental problems she needs the insurance. What if anything can I do, any suggestions welcomed.

Sue the neighbors and ask for a restraining order/injunction that prohibits them from doing certain things (make a list). The Judge will grant some of the things on your list, but not others. Make the "request list" as long as it needs to be.
